The first one is the initial phase where it's like you go forth and go, go get the right away that is needed for the project, and this is where we are required to identify private property for public purpose. We do our due diligence we state that we stick the right of way we hire appraisers we have, we hire an additional appraiser to review that appraisal, we share all this information with the project with the property owner. And this is when we begin our negotiations. And so this second phase which is very unusual rare for at least Clark County is that we come to an impasse with the property owner for various reasons. And so we're asking the council to ask to provide proper notification so that we can set a public hearing at a later date.
