The Planning Commission Chair established the procedural rules for public testimony during a hybrid public hearing, noting that in-person and virtual speakers have a three-minute time limit and must direct their remarks solely to the Commission. During the initial public comment period for off-agenda items, citizens shared concerns about real estate development transparency, while others who attempted to testify early about the comprehensive plan were asked to wait for the appropriate portion of the meeting.

0:52 My name is Carl Johnson and I'm the Chairman of the Clark County Planning Commission. The role of the Planning Commission is to review and analyze comprehensive plan amendments, zoning changes, and other land-related issues. We follow a public process, including holding hearings, during which the public has an opportunity to provide additional perspectives and information. In legislative matters, the role of the Planning Commission is advisory. The county council will hold separate hearings, consider our recommendations, and then they will make a final determination. Our rules of procedure, the Planning Commission will conduct a public hearing tonight and take testimony. All public comments received before tonight's hearing have been sent to PC members and entered into the public record. County staff will be present first, and the Planning Commission can ask questions.
1:47 Next, we will invite the applicant to speak, if there is one, and then the members of the public who wish to provide testimony. To get to the public comment portions of our agenda, we will provide more information on how to participate both virtually and in person. However, if you are in person tonight and wish to provide comment on a hearing agenda item, please sign up via the sign up sheets in the back of the room. I think they're still there. During the public testimony, you'll have three minutes to speak, and remarks should be directed to the Planning Commission only. Please, do not repeat testimony that has already been provided. At the conclusion of public testimony, staff and the applicant may respond to the comments, and the public portion of the hearing will then be closed. The Planning Commission will then deliberate and make recommendations to the Clark County Council.
2:41 For both virtual and in person members of the Planning Commission and staff, please ensure that your microphones are muted unless you are speaking. Planning Commissioner, members, when you make a motion and/or second, please state your name for the court reporter. Any conflicts of interest? Do any members of the Planning Commission have any conflicts of interest related to tonight's hearing items? Hearing none in person or online, we will proceed with a roll call.
