C-TRAN Board of Directors Meeting · Sep 08, 2026 · 2:04–2:18 · Watch on CVTV ↗

During public testimony, residents voiced strong opposition to the proposed light rail expansion and the I-5 bridge replacement, citing high costs, safety concerns, and historical voter rejections of the projects. Commenters also criticized the transit agency's lack of transparency, specifically requesting that ridership information be shared on a route-by-route basis rather than just system-wide. Additionally, one resident advocated for integrating solar power into new transit stops to improve lighting and save money.

1:00 Ryan Davis, Will Fuentes, Bart Hanson, Kim Harless, Tia Robertson, Sue Marshall, Ann McInerney-Ogle, Ty Stober, Joshua Waits, Glenn Young. All right. Now, moving along to the... Approval of the agenda. Are there any additions or changes to the agenda? Seeing none, I would entertain a motion to approve the agenda. I move to approve, Marshall. Second, Stober. Got a motion and a second. All in favor, say aye. Aye. Opposed? All right. Moving along to public comment. Next up is public testimony or communication testimony. Chair, pardon me, Chair, who first set agenda acceptance, please?

2:00 I heard second on Stober. I did not hear who... Marshall. Thank you. There we go. Next up is public testimony or communication testimony is limited to three minutes. We ask that comments shall be respectful and courteous to all. As a reminder, you can email comments to the clerk of the board, and these will be accepted as part of the public record. I'll now open the meeting for public testimony. I will take the first person... I will take in-person testimony first. Carmen de Leon.

2:30 Now it's red. Is that good? Oh, yeah. Hey, I'm Carmen de Leon, also known as Mello. So anyways, today I guess I'm talking about how the, what is it, number five, says that you guys are putting like a bunch of money into infrastructure, and I'm just looking at all the stops being made and there's nothing in there that's solar powered. And I'm talking about the solar power would light it up in the nighttime and save money. So why not invest a little bit extra money into these, all these brand new vine things that are supposedly for the vine, but we know they're actually light rail stops. But we don't want to tell the public that. We just want to let them think they're overpaying for these stops.
