What was said
28 thank you i just want to open up with a few remarks uh just as a reminder the washington growth management act requires a full review of the comprehensive plan and development regulations every 10 years as council knows this review is comprehensive complex and takes a great deal of time and expertise of county staff i will note while the official update is 10 years it literally takes years to conduct all the necessary work to get us here tonight presenting the final information for counsel for your thoughtful consideration community planning director dr oliver or jaco and program manager jose alvarez and all of the community planning staff have led this complex process with integrity inclusivity and expertise and i will note expertise that is recognized throughout the state i personally want to thank them for their leadership patience and tremendous work
26 as oliver has kindly reminded me the charter states that the county manager is responsible for presenting the planning commission comprehensive plans and recommendations to the county council and at this time it's my pleasure to hand this over to my colleagues to lead us through this public hearing thank you thank you thank you thank you thank you thank you oliver good evening uh chair and uh counselors uh thank you very much county manager for that remarks greatly appreciated and i know uh my staff are sitting in the back taking notes and hopefully when council begin deliberation they will all be available to assist us to answer your questions so uh thank you county manager uh deputy county manager and amber and all the legal counsel that
21 have been helping us throughout this process and counselors uh this will be um a joint uh presentation between myself and uh mr jose alvarez who is our program manager in community planning and um i will start off indicating that what is before you for consideration is the recommendation of the planning commission um when we went to the planning commission we did not make a recommendation to them we provided them a decision table to guide them in their review and in their present in their recommendation to you so while we are going through our brief remarks if i can call it that
18 brief what is before you is the recommendation of the planning commission to you and as the county manager opening remarks she is also presenting the recommendation of the planning commission to you so if we can go to the agenda for this evening what we'll go to next slide please and while i'm thanking my staff i also want to thank counselor staff rebecca and crew for the assistance throughout this process every comment that they have received they have forwarded it down to my shop and we have indexed them to the committee and we are very grateful to them for that and we will continue to do that
14 and we will continue to do that for the next three years and i cannot thank our city partners and the public at large for this more than three year process this is the agenda i will quickly go over the uh provide you an overview and adoption process speak briefly about the community uh framework plan and county-wide planning policies we will be discussing the changes starting with the comprehensive plan text and policies title 40 which is the unified development code of the county the changes we've proposed uh making in those uh in making in title 40 then we talked briefly about a capital facilities plan as you all know uh when we do the land use or the county uh council
09 preferred that is what we use in preparing the capital facilities plan and working with outside agencies whether it's pud or clark regional westward or schools fire and county sheriff and others to help us uh update the capital facilities plan and show how the county can pay for the the services and the resources needed to to support the land use plan we have also a county capital facilities financial plan and then we have the arterial atlas i often joke that my advanced transportation planning staff we put a line on the map that is true but that is how those future roads are built
08 we then go into impact fees the council have already reviewed the school and fire so tonight you're going to be hearing the proposed traffic impact fee only then we'll talk briefly about the environmental uh impact statement we are required uh to uh with the integration of set environmental policy act with gma we are required to do uh environmental review of the land use and which the council approved and we hired a consultant to help us review the potential environmental impact and we will touch up on that because it is part of the supporting document and then we'll get into the actual recommendation of the planning commission
