Unfortunately, his spouse became very ill, forcing them to sell the property in 2021. A residential permit was then issued to the new property owner in 2022, and a new home was finally built. A two-year cap would have prevented this home replacement. I urge the council not to adopt an arbitrary two-year timeline as recommended by staff that would remove the flexibility of homeowners to protect their property rights for what many may well be their largest and most important asset.
