00 Election 2026 Primary Election Video Voters Guide, July 5, 2026 Clark County Auditor, Primary Election Candidates The Auditor's Office must operate with transparency, accountability, and integrity. Elections must be administered fairly and accurately, so voters are confident that every ballot is handled and counted properly. Clark County deserves an Auditor who is an Auditor. I have spent 15 years serving the public as a non-partisan, government-financed professional focused on responsible stewardship of taxpayer resources. My experience in public service, financial oversight and auditing, and managing governmental operations has equipped me to lead the Auditor's Office with professionalism, precision, and independence from political influence.
58 The Auditor's Office provides essential services our community relies on every day, including administering elections, recording property documents, issuing marriage licenses, processing vehicle licensing, and maintaining accurate financial information. These responsibilities require effective management. My experience managing complex operations and leading teams has prepared me to oversee these services efficiently, accurately, and responsibly. As a lifelong Clark County resident, I care deeply about our community and the trust residents place in local government. I'm committed to serving you with integrity, professionalism, and impartial leadership. I hope you will honor me with your vote. For more contact information, contact Mitchell Kelly, 10013 Northeast Hazel Dell Avenue,
52 Suite 135, Vancouver, Washington, 98685, 360-601-8864, MitchellKelly4Auditor@gmail.com, MitchellKelly4Auditor.com. Hello, I'm Eileen Quiring O'Brien, and I'm working hard to be your next Clark County Auditor. The Auditor's Office is a vital administrative watchdog built for trust, precision, and transparency. The Auditor's job is to ensure that your hard-earned tax dollars are strictly accounted for, public records are protected, and most importantly, that our local elections are completely secure, fair, and transparent. Right now, this office faces a clear choice, continuing a passive insider bureaucracy or bringing bold, independent oversight to Clark County.
47 In this race, the differences between myself and my opponents could not be more clear. First, we have Mitchell Kelly, an internal manager representing the current county establishment. He represents the status quo, but a business-as-usual approach won't deliver a bold accountability and rigorous internal auditing that local taxpayers are demanding. Then we look at the partisan candidates, like Ty Stober, who is a left-wing political insider from the Vancouver City Council. Instead of protecting working families, he's pushed for tolls as part of the multi-billion dollar interstate bridge boondoggle, and he supports eliminating basic ID requirements for voting. Finally, there's Sharon Wiley, a partisan Democrat legislator, who voted yes on the new 9.9% state income tax, and just like Ty Stober, she voted flatly against common-sense voter ID measures.
46 And while the auditor doesn't pass tax laws or implement tolls, the auditor is your line of defense against government waste. Having served as an Oregon state representative, a state senator, and as your Clark County Council chair, I bring years of real legislative budget review and executive oversight to this office. I know exactly where bureaucracies hide waste. As your auditor, I will use the full power of independent performance audits to demand absolute transparency on how public funds are managed. If there's any mismanagement of tax dollars, our audits will expose it. And when it comes to managing our elections, I will focus entirely on security and integrity, ensuring our local systems are robust, transparent, and every legal vote is fully protected.
44 Our local government needs a watchdog, not a rubber stamp for special interests or entrenched insiders. It's time to bring a proven track record of transparent, independent leadership back to the auditor's office. If you're ready for strict financial accountability, transparent governance, secure elections, and accurate voter rolls, I humbly ask for your vote. I'm Eileen Quiring O'Brien. Thank you for watching, and I look forward to serving you. For more information, contact Eileen Quiring O'Brien, P. O. Box 87177 Vancouver, Washington
24 98687, 360 606 0151, or email at Eileen, E-I-L-E-E-N, 4auditor@gmail.com, or go to the website eileen4auditor.com. I'm Sharon Wiley. It has been a great honor to serve the Vancouver community in Clark County as a state representative for 15 years. Now I'm running to be your Clark County auditor. I started out in local government where government touches each of us and our families in so many ways. For many years, I was a manager and consultant to local governments, mostly counties. As a state representative, I advocated for counties, lower property taxes for seniors and disabled, money for transportation and mental health services, and more. I believe in government that works.
23 Today, many of us are concerned about the attacks on the credibility and security of our election system. As a facilitator for the National Institute for Civil Discourse, I've learned that Washington is admired for its fairness in redistricting, the security and accuracy of our vote counting system, and the integrity of our financial systems. We all want to be sure that our elections are protected, that ours and our neighbors' civil rights are safe, and that the laws we count on and trust will be followed. We all want government that works for everyone. I'm running for county auditor because I want those things too. As your state representative, I voted to improve government fairness and security, to protect your voting rights, to protect the rights of vulnerable people, and to make sure our community received the transportation dollars, law enforcement support, and mental health services we need.
21 We are now in a unique time when our democratic foundations are being questioned and sometimes attacked. The Office of Clark County Auditor is part of the defense of our democracy. Protecting your data and defending our vote-by-mail system and other features of our democratic system have never been more important. As your Clark County Auditor, my solid management experience and deep knowledge of county government will protect our election and financial operations. I will provide strong leadership for a county that works for everyone and is transparent in what it does and how it does the work of the people. I will always be the same elected leader I have always been, someone you can trust who will always say yes to a classroom invitation and who will make sure that you have the opportunity to see for yourself how your county serves the people. I ask for your vote for Clark County Auditor.
21 For more information, contact Sharon Wiley, 6400 NE Highway 99 Suite G340 Vancouver, WA 98665; 360 921 5716; sharonwileyforauditor@gmail.com; electsharon.com. Hello, I'm Ty Stober and I'm running for Clark County Auditor. The Auditor's Office administers elections, preserves public records, issues marriage licenses and oversees key financial operations to ensure public funds are carefully accounted for. Most people never think about these services when they're working well. That's exactly the point. For the past 10 years, I've served on the Vancouver City Council, working to create
20 a community where people of all ages can thrive. To do that, I've worked with professional staff, past balanced budgets and built coalitions to solve complex challenges. Before serving on Council, I led teams, managed budgets and improved organizational performance. I earned an MBA and completed executive training in state and local government. Those experiences taught me that public trust depends on getting the details right. That's why I'm running for Auditor. The Auditor plays a critical role in earning trust through accurate elections, reliable records and careful stewardship of public resources. The Auditor's Office already has a strong reputation for professionalism and as Auditor,
18 I will support that excellence, respect the expertise of the people who do this work every day and maintain the high quality service residents expect. If elected, I will focus on secure and accurate elections, protecting public records and strong financial oversight. This office isn't about politics, it's about trust. It's about protecting the systems people rely on every day and making sure county government delivers the accuracy, accountability and service they deserve. I'm Ty Stober. I have the experience and preparation to lead this office with integrity, confidence and a deep respect for its responsibilities and I would be honored to earn your vote for Clark
18 County Auditor. For more information, contact Ty Stober, P.O. Box 433, Vancouver, Washington, 98666, 360-727-1279, team at votetie.com, votetie.com. Clark County Clerk, Primary Election Candidates. Clark Vancouver Television invited all candidates running for Clark County Clerk to participate in this program. We have been unable to schedule candidate Scott G. Weber at this time. Hi, I am Rachel Shapiro and I am running for a non-partisan position as Clark County Clerk because the public deserves an office that works with accuracy, efficiency, transparency and respect.
17 As a PCO, I have listened to residents answer questions and helped people better understand local government that experience has strengthened my belief that public office should be accessible, responsive and easy to navigate. As Clark County Clerk, I will focus on accurate record keeping, timely services, improving access to information and a more user friendly office. Public trust requires accountability and support, greater transparency in government, budgeting and spending including easier online access to financial information. So taxpayers can see how their money is used. I will serve with fairness, professionalism and accountability and respect for every resident who interacts with the clerk's office and the courthouse. I will also hold monthly office hours on the first Wednesday at noon where residents can
16 bring a bagged lunch, ask questions, share concerns and have real conversations about how local government can better serve our community. One of the things I do want to implement is a self-help section with volunteer lawyers that will give out legal advice to people who are litigants, who are representing themselves, along with paid paralegals who would help the people fill out their documents. And then I will have the forms online so people can then download the forms and fill them out. I respectfully ask for your vote to serve as Clark County Clerk so we can build a more responsive, accessible and trustworthy office for our community. And just remember, Rachel, like in the Bible, Shapiro, like O.J.'s attorney. And I would love your vote in the primary and then in the election. Thank you.

Good afternoon, evening or morning whenever this is shown to the wonderful people of Clark County, Washington. My name is Gerald Gray. I come from a family of serving the public.
07 My dad was a mayor and a one time state senator in New York, also a naval officer. Lifetime of service is not an option, it's a requirement in my family. I've spent time in many places due to my naval service and my legal service. I've been out in Clark County, Washington for about four years now. I love it. I have two sons and seven grandchildren out here. I feel very vested in this community. I want to do as good a job as possible and I'll work hard as I can every day for the people of Clark County. As I've said when I answered the questions, my legal experience and my experience as a naval officer will be invaluable. Also the general idea that these people, the lifetime civil servants who work in the clerk's office, they're to be respected and called upon for their vast knowledge.
06 Also I vow to keep this an elected office, not an appointed office, and I ask one more thing of all the public who may be listening and those who may not. My statement as well as many candidate's statement is in the voter's pamphlet. Read it. Read all the offices that you're voting for, understand who you are voting for and who you don't think you want to vote for. Please read that. An informed voter makes the society better. We have voters who know what they're voting for and they want to vote to serve the public or for whatever needs they have. Out of it is a beautiful form of democracy called an election. I thank you for your support. If you choose to support me, I hope you have a nice day.
57 For more information contact Gerald E. Gray, 11716 Northeast 49th Street, apartment Q2, Vancouver, Washington 98682, phone number 360-553-5250, email graylawus@gmail.com. Clark County counselor, district number one, primary election candidates. My name is Dusty Arab, I'm an urban farmer, an entrepreneur and a mother and I'm running to protect the future of working families in Clark County. If you recognize me, it's probably because you've seen me at the Vancouver farmer's market. My business is Hearth and Hollow, a micro-nursery where I grow organic edible plant starts and provide educational resources to help families grow their own food. Many people don't realize you can use SNAP benefits to buy seeds and edible plants and
56 I only know that because when I was 20, I was on government assistance myself, a college student from a rough background trying to give her baby a better life. With social services being gutted at the federal level, we have a moral responsibility to protect each other at the local level. Since the 2025 inauguration, I've been reorienting my life around that belief, first by starting Hearth and Hollow and now by running for office. Our council decides what and who gets protected, who can afford to stay and what gets built and right now that doesn't seem to include the needs of the working class. For All drives up infrastructure costs that we end up paying for while developers profit and it makes car ownership a requirement even though nearly a third of the people in this county don't drive, myself included. Building million-dollar homes on the outskirts of town does nothing to address the affordability
53 crisis pushing families out onto the street. We deserve representation that actually listens and understands the real lived consequences of bad policy. The people go hungry, unhoused and get priced out not because they didn't work hard enough but because the people making those decisions didn't care enough to keep them in mind. As the only working class candidate in my race, trust me when I say that I will never forget. We can start by banning data centers that poison our water and end up sited near people with the least political power. We can prioritize collaboration and creative solutions when it comes to building housing that is affordable and accessible. We can ensure everyone feels welcome with the proclamations we choose to support. And then we can back them up with actual policy.
48 This is a grassroots campaign so come knock on doors, come meet your neighbors. If we say we want community, then we have to start being that community now. Thank you very much. For more information, contact Dusty Arab, P.O. Box 122, Vancouver, WA 98666, phone number 360-803-1684, email address hello@dustyforclarkcounty.com, website dustyforclarkcounty.com. Having grown up in Clark County, it's clear that our community is something special, particularly in these times of rapid growth. From an early age, I've invested time volunteering in organizations that improve our quality of life and have continued to do so even after starting my freight management business. Serving on Clark County Council is a further commitment to my desire to preserve and improve
46 the exceptional place we call home. Our rapidly increasing population and diminishing resources challenges us to work harder to ensure that housing is never out of reach and we can address the root causes of homelessness. Clark County needs leadership that is both forward thinking and grounded in reality. We can be fiscally responsible while investing in expanding mental health and addiction services and addressing homelessness through coordination across the county while being accountable for every dollar. Safer neighborhoods, a stronger economy, and a higher quality of life start with getting these fundamentals right. Clark One deserves a stronger advocate, someone who will work with Vancouver and every corner of Clark County to deliver results. I'm running to bring bold, practical leadership that listens, collaborates, and gets things done. I'd be honored to earn your vote. For more information, contact Lucas Bardu, PO Box 879, Vancouver, Washington, 98666.
43 Or call me at 360-818-1471. The email address is lucas@electlucasbardu.com. electlucasbardu.com. Hi, I'm Glenn Young and I'm asking for your vote to serve another term on the Clark County Council. During my time in office, I have spent a lot of time thinking about what makes a good public servant. Of course, part of the job is making the votes that everyone sees during our council meetings and that may hit the newspaper. But I really believe the true measure of a leader is what they do before and after those meetings. It's being willing to spend long hours asking hard questions, meeting with all people and viewpoints, bringing people together, building consensus, and doing the work that often goes completely unnoticed. Many times that work won't actually bring personal recognition and many times it will
41 simply lay the foundation for projects that won't even happen until years after I've left office. But that's the work that creates real lasting change and makes the biggest difference in our lives. That's been my focus every single day that I have had the privilege of serving you on the County Council. My priorities continue to be improving housing affordability, strengthening public safety, and protecting the quality of life that makes Clark County such a great place to live. That means protecting existing affordable housing while creating more housing choices to increase supply and help make housing more affordable. It means improving the coordination and effectiveness of our homelessness response by helping people access treatment, mental health care, and the support they need to make progress towards stable housing long term.
36 No progress requires both support and personal responsibility. It also means protecting the quality of life we all value through thoughtful growth, stewardship of our natural resources, and making county government efficient, accountable, and focused on serving the people. What I will view as my own legacy when I am done with my service to you won't be my name on a project or a headline or a building or in the newspaper. It will be knowing that my kids, and someday my own grandkids, will be able to afford to build their lives here. That they'll be able to find good jobs here and raise their own families here. I don't want them to have to leave to experience these things and enjoy the same quality of life that has made Clark County such a special place for me to call home. That's a future I'm working toward every day and I ask for your vote to be able to continue to move this great work forward.
36 Thank you so much. For more information, I can be reached at Glenn Young at 2114 Main Street, Suite 100-800, Vancouver, Washington 98660. I can be reached by phone at 360-583-0889. You can see my website at glenn4council.com, that's four with the number four. And my website is glenn4council.com, again the four is the number four. Hello Clark County, my name is Brian Scholl. I'm running for Clark County Council District 1. I was born and raised here in Clark County, a graduate of Hudson's Bay High School. I spent my childhood enjoying the natural beauty of our county, swimming in the Lewis River and the Columbia River, catching crawdads in G Creek. My first job was delivering the Columbia newspaper in Richfield.
33 Since then I've built several small businesses and created hundreds of jobs in the region. I bring a diverse professional background to the race. I earned a bachelor's degree in environmental and renewable energy engineering with a minor in economics. I managed the operations of the largest solar company in the United States and I've also managed a portfolio of utility level energy efficiency programs. I currently own and operate Trapdoor Brewing with two locations. I'm working on building a third in Brush Prairie. We have multi-state and international distribution. In 2017 I formed Cruise the Coove, a local nonprofit to celebrate the decades old classic car culture in our region that brings thousands of people each year to Main Street here in Vancouver. I currently serve as president of the Uptown Village Association and I'm on the Government Affairs Committee of the Washington Hospitality Association. I'm engaged in the challenges and successes of our community every day. Clark County is a great place to live but continuous tax increases and overbearing bureaucracies
31 are making it harder for families and small businesses to thrive. I'm running to bring reliable common sense solutions to local government and to help unleash innovation and prosperity in our community. I hope to earn your vote. I can be found at www.electbrianshull.com. Thank you very much. For more information contact Brian Scholl, P.O. Box 157, Vancouver, Washington 98666. I am at campaign@electbrianshull.com or my website at www.electbrianshull.com. Clark County Councilor District #2 Primary Election Candidates. Hi, my name is Martin Pitione and I am running for Position 2 on the Clark County Council and I wanted to briefly introduce myself and ask respectfully and humbly for your vote and explain a little bit about my background and why I'm running and what I hope to bring
30 to the position. I moved to the United States over 40 years ago after having been raised in Austria and Germany and my wife and I are really proud to call Clark County home and our forever home. We live through the same challenges you live through including affordability challenges. We have two adult daughters living at home because they cannot afford to start out on their own yet. Professionally in terms of my background, I have led significant government reforms in Washington and Oregon in both large and in small organizations and what I really have focused on is ensuring that government is accessible and transparent and it keeps costs low for taxpayers. That includes my current agency not having raised fees since 2015. I have focused on things like raising and balancing the budget and very importantly
26 I have a strictly non-partisan record and work really well with representatives of both political parties. Beyond that I also have a really deep expertise in behavioral and public health oversight as well as financial regulatory oversight at the state and at the national level and essentially my entire career, my entire background has really been about service to the country and to this community. I believe that my deep experience in mental health and behavioral health oversight which includes working for over 20 years with boards and commissions that do oversight work very similar to what the county council does is really a unique qualifier for me as the candidate in this race.
20 In addition I believe that the voters would greatly benefit from my public health expertise with respect to the function of the council that also serves on the board of public health and finally I believe that it's important for voters to know that serving on the council will not be a side job. This will be my main focus if I can earn the trust of the voters in this race and I humbly again ask for your vote. Thank you. For more information contact Martin Petuney, P.O. Box 62, Ridgefield, Washington 98642, phone number 360-980-7572, email martin4clarkcounty@gmail.com and website martin4clarkcounty.com. Clark Vancouver Television invited all candidates running for Clark County Councilor District
20 2 to participate in this program. We have been unable to schedule candidate Michelle Belcott at this time. As a council member I'll work today for the Clark County of our future. I have a history of showing up and taking action for those who want their voices heard. This will be my driving force. Repeatedly I've heard a similar message. People want a government that works for them. This means building and maintaining the infrastructure that connects our communities, investing in strong social services and not wasting taxpayer dollars. It means protecting our natural spaces while building more housing people can actually afford and having a government that responds to its people. This means standing up for working families, defending fundamental rights and making sure our economy is affordable for all. I'm running to ensure our county government is as hard working as the people it serves.
15 For 13 years I've served Clark County as a teacher, advocate and community volunteer, dedicating myself to creating the next generation of active and engaged citizens. When elected I'll bring an innovative mindset, collaborative spirit and tireless work ethic to the council. I'm honored to be endorsed by local leaders like State Senator Adrian Cortez, Mayor Ann McInerney-Ogle and County Councilor Will Fuentes along with many others. I hope to earn your vote and get to work for you. For more information contact John Zingale at 10013 NE Hazeldale Ave, Suite 123 Vancouver, WA 986A5. You can also call me at 360-553-9712.
