The Clark County Council approved a midyear budget supplemental resolution to appropriate state grant funds for additional law enforcement and justice personnel. During the public hearing on the budget, a resident urged the council to seek a larger portion of the available $100 million state grant to hire more sheriff's deputies and improve emergency response times. In a separate discussion, the council debated updating its rules and procedures to move the open public comment period to an earlier point in the meeting agenda. As part of this procedural review, the chair clarified that comments made during public hearings must strictly focus on the specific agenda topic. Broad county-related issues, instead, must be reserved for the designated open public comment period.

Discussions
The Clark County Council held a public hearing on a midyear budget supplemental to appropriate funds for additional law enforcement and justice personnel through a state grant. During public comment, a resident argued the county should request a larger portion of the available $100 million grant to hire more officers and improve emergency response times. Following the hearing, the council approved the appropriation resolution.
During the public hearings, the chair clarified that comments must focus on the specific agenda topic, noting that a separate open public comment period is available for broader county-related issues. During the hearing on the 2026 midyear budget, a resident provided public comment urging the council to request more state grant funds to hire additional sheriff's deputies. Additionally, the council discussed updating its rules and procedures to move the open public comment period earlier in the meeting agenda.

2:53 and embrace the thought that love is all and that all of us deserve to be loved and compassionate with each other because this world has plenty of hate. Only the devil rejoices in the suffering and confusion of others. God wants you to have enlightenment, entendimiento, understanding of compassion, and that's all I ask. All I ask is for God to walk with me and anybody else within the sound of my voice to welcome God to walk with them also. God bless you all. Thank you, Carmen. Okay, then let's move on to the roll call. Michelle? Councilor Young? Here. Councilor Balcott? Present. Councilor Fuentes? Here. And Chair Marshall? Here. And Councilor Little is out. Today. Right.
3:51 Are there any amendments to the agenda? None today. Thank you. We'll move right on. We have three public hearings. And just a reminder for folks, the public comment for each of these hearings is on the topic of each of those hearings. There will be an opportunity for open public comment where you can speak more broadly to anything related to the county. So let's start with the 2026 midyear budget. I'm going to give you a little bit of an update on the budget supplemental. Is there some -- Emily will come forward and explain this to us. Thank you. Good morning, Council. I'll be providing some of the information. But, yes, Emily is very important in this role as our budget director and everybody else who participated in this process getting us to this point. So just a quick summary. House Bill 2015. They're provided for a grant for long-justice.
4:50 That resulted in the Washington State Criminal Justice Training Commission establishing a $100 million grant program, which is available through the end of June of 2028. This grant can be used for hiring, retaining, and training law enforcement personnel, peer counselors, and behavioral health professionals in a co-response role. The first round, the county was successful in getting a grant just less than $5 million. This request before you provides the appropriation authority for 14 additional FTE, including one-time startup costs and operating expenses. More specifically, in 2026, this is a partial year, with the anticipated start date in August is just over $700,000. And based on the parameters of the grant, this grant will pay for 75% of the cost through the grant period, with the county paying 25% of the cost, which will be covered through the new criminal justice sales tax that council has adopted.
5:49 For 2027, it's about $1.8 million, with the same 75-25% split. Additionally, just over $1 million is allocated in the one-time startup costs for equipment, supplies, training, and overtime. When the grant expires in 2028, the ongoing expenditures will then shift to the new criminal justice sales tax. And if council recalls, you had prior discussions on all of these starting in July of 2025 and actually have approved staff reports in April and July of 2026. In April, the allocation was for 26 FTE in the sheriff's office, and 22 of them which are sworn personnel. 43 law and justice impacts, that's for the courts, the clerk, the jail, public attorney, and prosecution, or public defense. And that is the impact for having additional deputies, and then three central services, which include HR, budget,
6:49 and payroll. In July of 2026, council accepted the grant, again, tolling just under $5 million. And so 12 of the 26 sheriff's office personnel that you've already approved is part of today's allocation. 10 will be added in 2026, and two in 2027, including the startup cost, and also including four positions in the jail. So this is really taking what you've already approved and doing the appropriation so that we can get the technical piece done so that the sheriff's office and others can start hiring now and this year so that they have that budget capacity. Happy to answer any questions. Thank you. Are there any questions from council at this time? Go ahead. Just one question. I know -- I'm curious if any form of, like, a percentage of this grant is being used for admin at all?
7:48 Let me take a look. I think this is just for the 12 of the 26 sheriff's office positions and 10 -- I think it's just deputies at this point, and then four. I would have to ask -- or maybe you have that information. Do you mean admin, like administrative staff, or an admin percentage to manage the grant? Yeah, like an admin percentage, which is often the process. I don't think so. But Diane is here, and she could probably clarify that just for sure. We do have -- and we do have admin on the ongoing portion for moving forward. I just don't know if it's this year -- This year, okay. -- in this budget. Okay. Thank you. I'm Diane Rathbun. I'm the grants program manager in the auditor's office.
8:48 And, yeah, indirect costs and administrative costs were not an allowed expense under this grant. Okay. Thank you. Okay. Any other questions? If not, we'll proceed to the public hearing. And just a reminder, you're limited to three minutes, and please keep it on the topic of the midyear's budget supplemental. Is anyone signed up? Carmen de Leon? Okay. Thank you. Hi. Carmen de Leon, also known as Melo. So I read this whole little thing, and I am looking at $100 million for new officers and such, and we are only grabbing 10. I think that should be doubled or tripled since we are the lowest per capita of sheriffs for the amount of people, and all they want to do is increase the population. I think it's -- what was it?
9:46 Like 20,000 new houses a year, but how many cops? How many new schools? How many new hospitals? You need to accommodate the population if that's what you're counting on, and this, to me, is lowballing it. Because you got $100 million. That means they're not even taking two. There's still $98 million left to grab. So why are you only asking for 10 when you can ask for 20 or 30 and send them out to the rest of the state of Washington? Because, I mean, yeah, we're the lowest per capita. But there's other places in the state that need these officers, and if we can train them in this city or county, then we should train them and send them off because, really, to me, 10 and then what is it, four, is really lowballing it. I mean, you guys have so much opportunity here to really put this place in a safe situation because right now when you call the police or you call the sheriff, they don't show up for three hours, but this might actually solve that.
10:44 So I'm just saying double it, triple it, and $100 million, I say you should take about 50. I mean, come on, step it up. Thanks. Thank you. Okay. So then I'll turn back to the council. Are there any further questions? I know we've talked about this for, well, I think over a year. And if there are no more comments or questions, I'll entertain a motion to approve. Chair, I move to approve resolution number 2026-09-02. Second. Moved and seconded. All those in favor say aye. Aye. Motion carries. Thank you very much. Okay. Moving on to our next public hearing, rules and procedures. We're adopting this a little late in the year. But we had a few changes there.
11:44 So Kathleen, I'll turn it over to you to summarize. Thank you. I'll briefly go through some of the information that council has requested to incorporate into the rules and procedure. So if you could go down to page 5. The first page is just the ordinance updating the numbers. So under page 5 under chair/vice chair, there was an edit under B. It just talks about Robert's Rules of Order that in the event that there's a conflict or a dispute regarding process that -- well, we had a capitalization in there. Including but not limited to recognizing any council member for a point of order, the council will follow rules -- Robert's Rules of Order. Next page, there's a new D and E. The first one is regarding council may remove other councilors from their appointed boards and commissions with a simple majority vote.
12:39 And then the next one under that is the council may direct an individual councilor who is appointed to a board and commission on how to vote on specific policy items with a simple majority. The agenda, just I know council was hearing from the public on some of this and wanted to incorporate some changes in the agenda of having Pledge of Allegiance first, followed by the invocation. And then moving open public comment up prior to that.
13:08 And then moving public comment up prior to that.
