26 Good morning, everyone. Welcome to today's ECHO meeting, Ending County Homelessness Organization, for September 8th, 2026. And we will go ahead and begin with our welcome and introductions. I'm Glenn Young, I chair ECHO and serve as Clark County Council District 1. And we'll go ahead and start in the room. Good morning, everybody. Sessany Finney-Jones, Council for the Homeless. Sunny Wender, Council for the Homeless. Jamie Spinelli, City of Vancouver. Councilor Fuentes. Good morning, everyone. Will Fuentes, County Councilor District 3. Councilmember Perez. Hello, everyone. Diana Perez, Vancouver City Council, Vice Chair for ECHO. Councilmember Bjork. Oh, I'm sorry, it's Burke. I didn't recognize my name. I'm Marilyn.
26 I'm Marilyn Burke. Good morning, everyone, from the City of Camas, City Council. And Michael Torres. Good morning, everyone. Michael Torres, Program Manager, Clark County Community Services. Oh, and Katie Favella just is coming on. And Katie, thanks for joining. If you want to introduce yourself. Yep, Katie Favella, City of Ridgefield.
56 Great. Thank you. We'll go ahead and move on with our business, which starts off with approval of the minutes from August 11th, 2026. Is there any suggested changes, or is there a motion? Move to approve. It's been moved, and is there a second? Second. Great. Moved and seconded. All those in favor, please say aye. Aye. And any opposed? Aye. Any regards by the seconded minutes? Oh, who was it that seconded? I did, Marilyn Burke. Okay, thank you. You're welcome. All right, minutes have been approved. So let's move forward to updates. Yes. This is Councilor Diana Perez. If I could ask everyone, when we speak, just to state your name and your city for the record. Just a lot of us are virtually.
55 It's hard to tell who's talking. Thank you. And for the public, too. Thank you. All right, so updates and report back on action items. We will start with systems analysis update. And, Michael, I believe you have an update for us on that. Good morning. Yes, this is Michael Torres, Prairie Manager at Clark County Community Services. While Jordan Bogey, the policy analyst for the county, is out on paternity leave, too many of you have been out on maternity leave. Yes, this is Michael Torres, Prairie Manager at Clark County Community Services. While Jordan Bogey, the policy analyst for the county, is out on paternity leave, too many of you have been out on maternity leave, too many of you have been out on maternity leave, too many of you have been out on maternity leave, too many of you have been out on maternity leave. As of today, the county is out on maternity leave. To move forward with the interlocal agreement to fund the system analysis, our centralized contracts team is currently developing the interlocal agreement. They're going to also be working with the prosecuting attorney to get that in place and have it reviewed by April 1st. Kathleen Otto and as soon as that's done, they will move it forward in a staff report.
51 So it can get routed and reviewed by everyone and signed. So that's that's one update. And second update is, while it's not related to system analysis directly, but the interlocal agreement for the House Bill 2060 staff report is complete. It will be getting signed this week and it will be moving forward for council authorization for the county. the county manager to sign that House Bill 2060 interlocal by the end of this month. So everyone should be seeing that coming through. And a last thing which is related to the system analysis, the actual solicitation for the consultant, that staff report has been drafted and it's ready to go. And as soon as the interlocal agreement goes through, that staff report will be going along
46 with it. Great. Thank you for that. There's a couple of hands. I don't know who was first. Marilyn Burke, go ahead. Thank you. Marilyn Burke, City of Camas. I just wanted to make sure, I thought I heard you say the systems analyst update ILA would be expected April 1st. Is that what you said? No, it will be routed to, to our Deputy County Manager April 1st and Kathleen Otto for their review. I apologize for that. Go ahead and Councilor Perez. Diana Perez, City of Vancouver Councilmember. Michael, thank you for that update. Is there a timeline? And if not, can we put a timeline? I don't have an expected completion date,
46 for the ILA, but we have communicated to the contracts team that this is a priority of visibility to the County Council, the City Councilors and the County Manager. And I believe they're working on it as quickly as possible. I would expect them to have a draft interlocal agreement in the next two weeks, because they've been working on it the past two weeks. And I would expect an interlocal agreement to at least take a month to put together. Okay. Thank you. Thank you. Any other questions? Okay. Thank you, Michael. All right. We will move forward then to severe weather. Sunny. Sunny Wonder, Council for the Homeless. We're transitioning from a heat and smoke wildfire response into shifting into a cold weather response.
46 Just curious if, you know, we had one or two nights of significant smoke, and I know up north in Battleground, did we take any action as a result of that? So with that, what we did, there were a couple of pieces. One, trying to be very intentional about in communication with CRESA, so they were activated at that point, that we were communicating the known locations of encampments where folks might be impacted. So for context, for everyone, there was a fire north of Battleground a couple of weeks ago. Time, I don't know how to track it anymore, but there was a fire. It didn't end up threatening any of the known encampments that we had, but it was a good practice on how do we ensure that we're tracking that on the wildfire, the mapping that
46 CRESA was doing as well as proactively communicating where the encampments were and where people were accessing resources, even if we didn't know where they were necessarily staying, because we do have some folks that are staying out in areas where they're not necessarily going to disclose where they are, but we know where they access resources. Okay. Great. Thank you. Any questions? Okay. Let's go ahead and move forward. I believe that we may have brought this up last month, but we couldn't remember. So just wanted to double check and make sure everybody's aware that we have updated the web page for ECHO. And specifically, we now have an email there that folks can use to send messages to the group. So an improvement, as well as we also have a link there to the CVTV link, if people wish to join and watch live.
39 And of course, after the meeting, that link will go directly to the video on CVTV. Okay, law enforcement subcommittee updates. Do we have anybody? Yes, go ahead. This is Diana Perez, City of Vancouver. On the website, there was also the request to change the photo that's on the website. So if you go back to that website, there is an individual and this is just to respect individuals. Okay. Thank you so much for bringing that up. And we are discussing that and working on it. So, we should have something up there shortly. But in governmental terms, I'm not sure what shortly means.
38 Sometimes it takes a while, but we are working on it. Thank you for bringing that up. Chair. Yes, go ahead. Council Frentes. Yeah, thank you, Council Frentes. Thank you, Councilor Diana Perez. This has been brought to the attention of our county manager. I've been in contact with her. As Councilor or Chair Young has stated, we are in the process of working on making those changes. Great. And do we have anybody here from the law enforcement subcommittee? This is Katie Favela, City of Ridgefield. Go ahead, Katie. Thank you. The only update I have is that the Clark County Adult Crisis Collaborative is considering adding some dedicated time to the collaborative to allow law enforcement some brainstorming and working with clinical and service provider agencies. So, we are, we did, I did send out an invite to all the local chiefs to see if they could find an officer that would be a good fit to join those meetings. So, we are, we did, I did send out an invite to all the local chiefs to see if they could find an officer that would be a good fit to join those meetings. So, we are, we did, I did send out an invite to all the local chiefs to see if they could find an officer that would be a good fit to join those meetings.
38 And this is not going to be a permanent solution, I don't think, but it really is going towards that action of, you know, where, where's the best spot to have these meetings at. And that way, all the correct people are at that table, eliminating some of the issues that we identified in the subcommittee. And that's all I have. Great. Thank you. And Katie, could you do me a favor real quick? I'm sure Jordan has it in his records, but when the executive committee was meeting the other day, we did not have an accurate list of who's all on the subcommittee. So, could you remind us real quickly who is on the subcommittee? I believe it's myself, you, Jamie. Oh, my word. Are you on it? Let me. This is Jamie. I believe Sonny is also on it. Council Member Stober is on it.
36 You are? Perfect. Thank you, Jamie. I've been put on every subcommittee. Okay. All right. All right. Thank you for that reminder. Victoria might be on. Victoria? Ferrer? Yeah, Victoria might also be, but I don't know that she -- this is Sonny, Council for the Homeless. I don't know if she attended. That I don't remember. Okay. All right. Well, we'll work on it. And I know that Jordan is due back mid-month, so we will have him back next month, which we are very grateful to have him coming back soon. And we're grateful for Michelle for stepping in and doing a great job in his absence. Okay. Jail Services Monthly Data -- Councilor Young? Yes, go ahead.
36 So sorry. I just checked the -- I went to double check, and Victoria is on that subcommittee as well. Great. Thank you. So we did capture everybody -- Dale Whitley, Victoria, Sonny, Jamie, you, and myself. And that's it. Okay. All right. Thank you. Let's go ahead and move forward. Let's move forward, then, to Jail Services Monthly Data. And do we have Dave Shook online? We don't have anybody. Oh. Jail Services is not here this morning. Okay. Well, maybe we could send them an e-mail and circle back. Okay. Great. Thank you. Okay. Well, let's move forward in our agenda, then, and we'll turn the time over to Councilor Fuentes,
29 who is going to give us some concepts and ideas for development of an onboarding process. Thank you, and good morning once again, ECHO. Will Fuentes, for the record, County Councilor. So the last couple of meetings, we've had the opportunity to discuss how ECHO members envision the onboarding process for new members and potentially existing members who have not had the opportunity to really dive deeply into what an ECHO member is. And so I was tasked -- I volunteered, and I was tasked to put together a new member 90-day onboarding guide. And so I want us just to kind of review what the current draft looks like, and we can work through active participation from ECHO members through feedback and any potential changes that we'd like to make.
29 So if you have any questions or any suggestions on improving this process, it's a pretty straightforward process, based on the conversations that we've had. As I mentioned, I think this is a really good opportunity for all of us to have a full discussion and make some suggestions on what this could potentially look like. So if we can just -- hang on, I'm pulling mine up here on my screen. If we can just go through it step by step, and then please, anybody who feels like they have some feedback or suggestions, or recommendations, I'd be more than happy to engage. All right, cool. So first page is pretty straightforward. It's "Welcome to ECHO," allows us -- allows the member to share their name, who the jurisdiction or organization they represent, appointment date, and -- and I've set this up as a 90-day onboarding process. We can certainly shorten it or extend it, depending on what the ECHO members recommend.
29 If we move on over to page 2, give a brief overview about what ECHO is, the purpose of the 90-day onboarding process, and identifying a potential ECHO mentor that can work with the new member over the 90-day onboarding process. Before I move on, any questions or comments? And I think I might have mentioned it. If I didn't, remember that this is just a draft. I think we're all open to potential recommendations on how this document or this process can be improved. All right, if we scroll on over to "Scheduling Responsibility and Timeline," this page states that the new members are responsible for scheduling the agency and organization meeting visits listed in this guide in coordination with their ECHO member. I -- I think we all understand that oftentimes members may not have the proper connections or
28 resources to be able to schedule their one-on-ones with the organizations and the agencies that have been identified in this document. So it is the responsibility of both the mentor and the new member to work together to get that done. And I created also a timeline, as I mentioned, schedule responsibility and timeline. It's pretty straightforward. Days 1 through 15, connect with the mentor, review ECHO materials, contract all core agencies to begin scheduling. Days 16 through 20. Day 60, the end of the two-month period, complete most agency meetings, tours, and field visits. And day 61 through day 90, complete remaining visits, debrief with mentor, identify key observations, questions, and questions for ECHO. And there's, like, little checkoffs that people can check off as they're going through this process to ensure that they're staying on task. Any questions or comments about the scheduling responsibility and timeline? This is Sessany, Counsel for the Homeless. I see on here that it says that new members are responsible.
28 Can you tell us more about the scheduling responsibility and timeline? Yeah, I think that's a great question. I think that's a great question, too. I think that's a great question. But I think that's a great question. I think that's a great question.
41 And I think that's a great question.
