00 I don't have the agenda on my screen yet.

30 Good evening everyone, I'm Sarah Fox, I'm the Mayor Pro Tem and I'll be running the meeting tonight. It's 6:30 and we're going to get started. As a reminder to anyone who's testifying tonight, you need to make sure you have your microphone on and when we do have time for folks to speak. We have a Council Policy 100-32 for all speakers to not exceed a three minute time period and also that they need to speak on matters that pertain to city business. So if you exceed that time frame, I'll ask you to conclude your remarks. If you continue speaking, I'll again ask you to stop speaking and warn you that failure to do so will result in the suspension of your privilege to speak to Council for 90 days.

29 And finally, if you continue beyond that warning, you'll be issued a written notice of the 90 day suspension of your ability to provide testimony at Council meetings. So hopefully everyone heard our rules for tonight and how to communicate when you're up at the desk there. If you have any other questions, you can always reach out to staff.

49 And with that, let's begin with the Pledge of Allegiance.

47 Next item. The first step is the International Week of Deaf People. And who do we have tonight to accept the proclamation? Kelly Saruta? Is that right? I'm sorry. Please let me know how to say your name. Do we have Kelly here tonight? Yes. Kelly. Wonderful. You can come up to the desk if you'd like. Other members of the deaf school, can I bring them up with me? Yes, please. Yes. Sitting is great. All right. I'll read the proclamation. Whereas the Washington Center for Deaf and Hard of Hearing Youth and the Washington School for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth and the Washington Center for the Deaf and Hard of Hearing Youth. All right. I'll read the proclamation. Whereas the Washington Center for Deaf and Hard of Hearing Youth and the Washington School

46 for the Deaf serve the state of Washington and our community to support the education of deaf and hard of hearing students and whereas the fourth week of September is recognized internationally as an opportunity for communities to come together and celebrate deaf individuals, their language and culture as well as their accomplishments and goals. For the future and whereas the deaf community is enriched by American sign language which is communicated through hands, facial expression and body movements and whereas the city of Vancouver recognizes every deaf individual as a human being with the ability to achieve anything like anyone else and the deaf community is a vibrant cultural group with a rich history and language that greatly enriches the diversity of our city. Now therefore. I, Sarah Fox, Mayor Pro Tem of Vancouver, Washington do hereby proclaim the 21st through the 27th of September as International Week of Deaf People in the city of Vancouver and

45 call upon the people of Vancouver to honor this observance with appropriate programs, ceremonies and activities. All right. Usually I come down and well I don't but this will be my first time.

04 I'm going to be a little bit more formal.
